Climate Change, Staying in Place and Safe Migration

Climate-related mobility is not simply a product of environmental hazards; it is shaped by the unequal distribution of opportunities to remain safely, to move and to rebuild after loss. The same hazard produces four distinct outcomes under different conditions — voluntary migration, forced displacement, voluntary staying, and an inability to move despite wanting to — and the Bangladesh finding that 67.3% of climate migrants come from the highest wealth quintile shows that mobility works as an adaptation strategy for those with resources. The World Bank's figure of 216 million by 2050 is not a forecast but the upper bound of a pessimistic scenario; the same report concludes that sound policy could reduce potential mobility by as much as 80%. In Türkiye, TurkStat recorded 2.47 million inter-provincial moves in 2025, yet existing categories cannot isolate climate shocks, so no reliable national total can be derived — even as MGM reports 2025 precipitation at its lowest level in 61 years. The article sets out five priorities: a shared data infrastructure, basin-level capacity to stay safely, safe and regular mobility pathways, preparing migrant-receiving cities, and dedicated climate-mobility finance under COP31. Success should be judged not by the issue appearing in negotiating texts, but by forced displacements averted, the conditions of those moving through rights-based pathways, and the share of people genuinely able to choose to stay.
